Leeds Local Plan – Housing Development

What’s Happening?
Leeds City Council has begun a district-wide consultation for the Leeds Local Plan, which will last until 15th September 2025. To support this consultation, the City Council has arranged a series of community drop-in events across the district. These events will offer an opportunity to learn more about the draft plan, ask questions, and share your views in person.
In addition, all consultation materials and supporting information will be available online via their dedicated platform, where your comments can also be made:

You are encouraged to register on the platform to receive updates and notifications about key stages of the consultation.
Have Your Say
The Parish Council believe it is important for residents to contribute to the consultation, as a Call for Sites has been made and several sites have been identified in Thorp Arch for housing development. A Call for Sites can be made by anyone, even an individual, but most will be made by developers. The consultation period is about collating information and views about the identified sites, so it’s important that residents and organisations submit their views.
More than 3000 units have been identified for potential housing development in Thorp Arch and the Thorp Arch Trading Estate. Whilst it’s unlikely that all of these proposals will proceed, some may and it’s vital that you have your say on how this could impact your village. The Parish Council will be formally objecting to the plans and has joined forces with neighbouring Parish Councils to submit a unified response addressing concerns across the wider area.

  3. Write your comments: use the comments box to explain your views
  4. Submit your response: click ‘submit’
    The consultation closes on the 15th September, then begins a period of analysis and evidence gathering from September 2025 to June 2026. A draft local plan consultation on proposed policies and sites will take place during the summer of 2026. The Plan will be submitted to Government sometime during Autumn2026/Summer 2027.
